To verify a regional campaign you own, compare its approved promise with the landing page under a recorded market context, and keep ad-platform evidence separate. A page reached through a regional proxy can show what that route received. It cannot prove that an ad won an auction, reached the intended audience or generated a sale.
This guide gives a campaign owner or agency a repeatable handoff: the approved offer, the asset and page versions, observed mismatches, the person responsible and a retest. It uses Google Search ads as the platform example and an invented four-case campaign. It is not an ad-fraud audit or a report of IPHTML customer results.
1. Start with a change that could break the campaign promise
A useful trigger is an offer revision, a new market, a replaced landing URL or a page release while an existing campaign remains active. The question is specific: does the current destination still support what the approved ad says? Checking that a page loads is insufficient when it displays yesterday's bundle or the wrong regional terms.
For example, imagine an authorized retailer with a US campaign offering a starter kit with two replacement filters, and a Canadian French campaign offering the kit alone. These are hypothetical products and offers. If the Canadian page inherits the US bundle headline, the defect is a promise mismatch even when the page loads quickly and its currency looks correct.
An agency could package this as a bounded campaign-release check: named markets, approved assets, owned destinations, one evidence handoff and a defined retest. Customer willingness to pay and delivery profitability need real validation. Sell the scope you can verify; do not sell “proof that every local customer sees the right ad.”
2. Keep four kinds of evidence in separate columns
| Evidence | What to record | What it does not prove |
|---|---|---|
| Approved configuration | Campaign/ad reference, asset revision, intended market, location option, final URL and offer-brief version. | That the configuration actually delivered an impression. |
| Platform preview or diagnosis | Tool, available query/location/device settings, timestamp and exact observed result or diagnostic. | Every auction outcome, every asset combination or all campaign activity. |
| Direct landing-page observation | Approved entry URL, final URL, page release, route, browser context and visible offer. | An ad click, real-user location or working end-to-end attribution. |
| Platform delivery report | Named report, date range, account timezone, campaign filters and the location-view definition. | An individually verified buyer or a particular page version seen by every person. |
For Search ads, use Google's Ad preview and diagnosis tool to inspect supported previews without adding ad impressions. The tool may not reflect all campaign activity. Save its actual result; “not shown” is a diagnostic to investigate, not proof that nobody received the ad. Do not repeatedly search for or click live paid ads to produce evidence.
Google's location options distinguish presence from presence or interest and use multiple signals. A country exit IP alone does not reproduce those signals or guarantee geographic targeting accuracy. Record the account's actual choice; do not change targeting just to make a test pass.
Google's geographic reporting guidance distinguishes targeted and matched locations; matched locations can include physical locations or locations of interest. Keep that definition with the export. Do not relabel a matched-location total as a count of residents.
3. Freeze a small promise-to-page test plan
Download the bilingual campaign evidence worksheet. It contains four hypothetical cases with empty observations. Before use, fill the campaign/ad reference and permission reference, then replace the example.invalid URLs, internal reference labels and invented offers with an owner-approved brief. No example address is a live campaign destination.
| Cases | Controlled context | Approved promise to check |
|---|---|---|
| A01 / A02 | US route, en-US, fresh signed-out profile; desktop 1440×900 / mobile viewport 390×844. | US asset-v1 and /us-kit: kit plus two replacement filters. |
| A03 / A04 | CA route, fr-CA, fresh signed-out profile; the same two viewport sizes. | CA asset-v1 and /ca-kit: kit alone, with French presentation. |
The two markets and two viewport sizes make four planned contexts, not four representative customers. A mobile viewport is not a physical-device or mobile-network test. Actual browser/version, page release, observation time with timezone and the site's observed route region remain required evidence. If route region cannot be established for an IP-dependent check, mark the case inconclusive rather than assuming the requested country was used.
Write the expected product identity, bundle contents, offer wording, eligibility conditions and validity window into the approved brief. Include verified amounts/currency and tax wording if the ad makes price claims; do not invent them from an exchange rate. An expired offer or missing required condition is a mismatch even if the headline matches. Keep the asset revision and landing release bound to the same brief version.
This small plan excludes logged-in personalization, checkout, real purchases and every possible responsive-ad combination. If your campaign can assemble multiple promises, enumerate the materially different combinations in the brief instead of treating one preview as exhaustive. For isolating language, cookies and network-region signals, use the existing regional website QA matrix.
4. Collect evidence without manufacturing ad traffic
- Confirm scope. Obtain approval for the owned domains, campaign references, test contexts, frequency and evidence recipients. Use existing authorized account access for configuration, previews and reports. If access is unavailable, mark that evidence track unavailable; a proxy is not an alternative login.
- Capture the campaign side. Record the configured final URL and approved creative reference, then capture the supported preview or diagnosis separately. A shared preview link may change later, so retain a dated permitted screenshot and its settings, with account details redacted.
- Open the approved destination directly. Use the destination supplied by the campaign owner, preserving approved market/content parameters. Do not traverse an advertising click redirect or copy another user's click identifier. If a tracking template must be exercised, use the platform's supported test facility or a separately approved test environment.
- Check the promise. Compare product, bundle and conditions with the frozen brief. Record redirects and the visible final URL, page version, language and route evidence. A direct visit can still reach site analytics; identify it as internal testing through the site's existing process and do not count it as customer interest.
- Assign and retest. Send only the authorized internal handoff. Record an owner and a fresh evidence reference after a fix. Keep the failed observation; do not overwrite it with a passing screenshot.
Stop if the check encounters an access restriction, challenge or an unapproved third-party destination. Do not rotate through exits until a blocked page becomes accessible. Remove passwords, session cookies, account identifiers and personal customer information from shared evidence. No live ad clicks, real orders or new paid testing services are required by this worksheet.
5. Use separate verdicts instead of an overall “ad verified” badge
The CSV is a manual record, not an automatic validator. Its actual fields are blank, the four evidence statuses begin as NOT_RUN, promise match is UNKNOWN, the landing result is NOT_RUN and the review decision is HOLD. Set promise match to MATCH or MISMATCH only after an evidenced comparison; otherwise keep UNKNOWN.
- PASS for this landing check: the campaign/ad reference and permission reference are filled, an approved brief and asset mapping exist, the required route/browser/time/page evidence is complete, and every required promise matches. Record reviewer, time and evidence. PASS applies only to that observed context and version.
- FAIL: a documented observed promise contradicts the approved brief. Assign an owner and retain a linked retest. Do not average a critical mismatch into a mostly passing percentage.
- INCONCLUSIVE: access, version, region, evidence or an expected rule is missing. Missing observations cannot be treated as passing. Keep the review decision at HOLD until the uncertainty is resolved.
For the four evidence statuses, use RECORDED only when an actual reference exists, or UNAVAILABLE with a reason. A recorded preview can contain a “not shown” result; RECORDED does not mean success. Leave attribution as NOT_VERIFIED until separately reconciled through authorized analytics and business records. Set the review decision to READY only when all required landing cases pass with reviewer and time; this is landing-scope readiness, not campaign approval. A complete landing check may coexist with an unavailable preview or delivery report; the report must say so.
A useful hypothetical handoff might read: “A04 failed: approved CA asset-v1 says kit alone; page release r2 displayed two filters. Site owner to correct the bundle mapping; retest the same context after r3. Delivery and sales impact unknown.” That is an actionable defect, not evidence of wasted spend or a platform targeting fault.
6. Decide whether repeatable regional infrastructure is justified
If only an offer string or locale URL needs checking, a normal authorized browser or local fixture may be enough. Use platform tools for ad previews and delivery reports. Consider a regional network route only when the owned landing experience depends on network origin and the task recurs. Confirm the observed region, session continuity and actual usage conditions with a small permitted test before purchasing more capacity.
For planning only, assume four contexts, five minutes to record each supported preview and eight minutes to inspect its landing page. Add 25 minutes of setup, 15 minutes for the handoff and two landing-only retests at eight minutes each:
4 × (5 + 8) + 25 + 15 + 2 × 8 = 108 minutes
108 / 60 = 1.8 working hours
This excludes waiting for access, fixing defects, extra creative combinations and tool/network charges. If a fix changes an ad asset, include a fresh preview in the retest scope too. The figures are assumptions, not measured productivity or promised savings. Measure the first delivery before quoting a recurring service; repeated version changes and unresolved evidence may make a fixed fee unsuitable.
Next step: if you have an authorized, recurring landing-page check that requires residential-network context, review IPHTML residential proxies and discuss the scoped requirement. Bring domains, markets, approved destination patterns, session duration and expected frequency. Confirm current availability and limits; this guide establishes no IPHTML location accuracy, capacity, fraud-detection capability or campaign-return guarantee.
